Because Richard Simmons flies around in a flying saucer and uses his fat-ray to suck fat off of fat people at night...but sometimes he sticks walnut twigs between pavers in weird ways just to freak you out.

Simple. If there is gravel below the brick pavers, when it rains, water flows very quicky through gravel which causes a vacume of water to flow between the pavers. Thus sucking the slender twigs (especially those with leaves) between the pavers.
