Guessing going by the pictures, they are comparing the wizard to Saddam Hussein. True if you read Son Of A Witch or A Lion Among Men after the first book, the war and chaos in Oz's society continues long after the wizard has departed.

@80sgirl2010 Actually, they said that the guy who wrote wicked got the inspiration during the Gulf War, how those in Iraq didnt find Hussein bad but we Americans did. So he figured, " What if the Wicked Witch of the West was actually not Wicked? " -- Applying the Hussein factor that one side didn't view him as evil as the other side.
