I think you are right. I am not sure about Mehnaz but it is true that the last lines are sung by some other singer because Naheed Akhtar cannot sing in upper tunes (ooper walay suron main naheed akhtar nahin gaa sakti.)

hmm not sure if I agree about 'ooper kay sur'. It is debatable but I think that Naheed Akhtar can sing at higher notes better than Mehnaz.

The reason for using a different singer here could be the scene situation where a lower scale voice is needed since the character is losing her voice.

example: Mehnaz's beautiful song 'tum se mil ker mujhe aksar'. At the highest point in the song Mehnaz is struggling to keep the notes.
