Incorporate in Nevada or Form a Nevada LLC with INCNOW

NV or DE? or WY?  What's the best choice?

I'm willing to incorporate in any State, but I need a State that gives me the most privacy, because my business involves human-machine neural-interfaces. I have very limited money, and need to raise more money as well. The research I wish to fund and bring about does not have as much money as Merck or Pfizer, and as a startup, it never will. But it won't need to worry about money, because in 10 years, it'll be in every house in the USA. ...If the government doesn't kill it, first.

I guess I'm still not clear on which state is optimal, for sheltering my money from government confiscation, and my scientific research and medical business from interference from the government. Isn't that the primary reason people incorporate? Other than to raise money by issuing stock? I want to do all three. What state is best for me?
