i think a lot of fault here was at the Korean police, and rightfully they've copped it from the Korean citizens for not being able to bring it under control quickly. Police should have exercised common sense by having separated the pro-Chinese against anti-Chinese.
Having said that, the Chinese group collectively had it in the back of their mind to suppress the Tibetan protesters and the fuel the violence.
