I like it when white people don't try to be all parental and try to play daddy and mommy to poor people. This White dudes got the right idea- take the resources you have and empower others who are powerless. By including Pedro into the decision making it helps Pedro to take ownership and responsibility in his own neighborhood. Pretty Christlike if you ask me.
