Yeah, plus look at the situation. He knew where Kairi was, he knew she was safe. Yeah, he missed her, but he spent a lot of the game searching for Riku desperately, not sure if he was okay or not. And after finding out that Riku was actually okay and had saved Kairi and Sora many times, you'd expect a bigger reaction.

Honestly, having romantic feelings for someone doesn't mean you care more for them than someone else. Yeah, Sora likes Kairi romantically, but overall, he probably loves Riku more. Not in a gay way, a brotherly way. He met Kairi in the middle of his childhood, HE GREW UP WITH RIKU SINCE BIRTH. Sora might be a little more shooken up if something were to happen to Riku than Kairi. Especially if he thinks its his fault....
