@Roxxas0 That would be the lens he's using. It's a Takumar 50mm and is very well known for it's buttery bokeh.

@Roxxas0 it was a canon T1i so it probably came straight from the camera that way, its just when you record with an SLR camera it goes in and out of focus because the lens focuses on according to the Depth of field like the F-stop as they call it was set on 1.4 which is extremely shallow and causes the camera to focus on the closes thing. thus! going in and out of focus. :D

@Roxxas0 you can do this buy getting a camera where you can change lenses.

one way you can do the blur effect is by using depth of field.

and you can also color correct or color grade to make the video look better.

i reccomend using a canon 7d
