This is the "Jack Benny" that appeared on television at the time this was filmed; he even uses his standard TV show ending, often seen in filmed episodes: "Good night, folks, I'll be seeing you soon". This is basically an "in-joke" to the audience- a similar one was used in "What's Up, Doc?" (1950), where an animated [and unemployed] caricature of Jack tries to impress a disinterested Elmer Fudd- he says to Bugs, "What are you hanging around with [him]? [He'll] never amount to anything!".
