The traffic in Tehran, and Iran, is a result of the psychotic regimes. Get a ticket? Bribe the cop! Taxed on your home? Why pay it?Bribe an official for less! When the people are trained that a bribe is the norm to fix everything - they never follow laws. Only when the stakes are high, like public hanging do the Iranian people "mind" the rules because the IRP is completely disrepected.

Iranian people are not careless and they actully love to follow the laws but there is a problem here , when your goverment doesn't care about you and doesn't do anything for you to have better life and better eduction, why do you bother to follow their laws?
