@Carbide195 A lot of IEDs nowadays are triggered by the loss of a signal, not the addition of one. Think of it like a dead man's switch - The bomb is inert until it gets a call, "armed" when it receives one, and goes off if it receives a signal to detonate, or if the call is interrupted before it receives a signal _not_ to detonate.
So, for the same reason that EOD folks don't randomly slash at wires once they're exposed.

@ydabom In order to effectively jam something, you need to transmit at the same frequency (or at least the same band) and at only half the power of the item you're jamming. The reason is that cell phones, radar, etc have receivers and transmitters, and require enough power to transmit the signal and have it come back. Jamming the signal only requires your signal to go halfway, since you don't need any returned data. Since cell phones aren't that powerful, heat sinks seem redundant.
