Well, if we're talking for a Magicarp, there aren't many chances of beating anyting in the pokemon world, but a Seaking with full IVs could easily destroy an Electrivire, since it will probably attack first, have max Attack and if you survive, you won't be able to ''kill'' it, because will probably have a really strong Defence or S. Defence.

Find? Yes, in game in the battle subway there is a guy that will give you a rating of a pokemons stats, he is talking about their IVs. alter? No. When the pokemon is encouter'ed or the egg is recieved the stats are set permentaly.

@MarkT256 The tiers reset after the change to Gen V. Check Smogon for the latest tier lists, but right now Garchomp, Mew, Latios, Latias, and Salamence are all OU. Uber is just the BST 680 "box art" legends, Wobb, Manaphy, Blaziken, Shaymin-S, Deoxys, Deoxys-A, and maybe a couple others I'm forgetting.
