This woman is obviously not right, so to that extent she can't be held completely responsible for what she's done. Unfortunately, others will pay for her nuttiness, not least her children who will have to grow up without, including a stable mom and dad. The right thing would be to give those babies up for adoption, not just because she lacks the means to support them but because she's missing a few screws in her head.
