David spent a number of years in Germany as a child with his parents. That explains the German. Also, he has a son named Tobias who was not named on the above comment about his kids. I know he is after Timothy. But I don't know his birthdate.

It's my understanding that David's youngest son's name is Andrew Tobias. Is he who you were thinking of?
