The only thing that can help the American is the American. That person has to find the ability in themselves to do it. The government will never do anything correctly, that is why the founders believed in the individual, and the federal government was to be there to run the larger aspects of society like the common defense. There is no way in nation of 300 million people you can expect the government to help everyone, it will never work. People need to get in touch with reality and fast.
