They could easily make a car run like a 1980 diesel VW Golf which had only 60 horsepower and would be perfectly adequate as transportation. However, American's are trapped in social competition to see who can drive the biggest car. So unfortunately (Or fortunately, if your last name is Bin Laden) this means American has to export 700 billion dollars a year to pay for its cultural obsession.
