because in 2034 you played as Nod Commander, but after in 2046 you are brought back into the game as the new Nod AI which is a modified version of CABAL called LEGION

the begining of this is before the third tiberium war after fire storm the third war started in 2047 this is in 2037 this is the build up from where CABAL merges with kane the reunification of nod and later on in the game it reaveals some unknown pasrts of the third tiberium war such as the temple prime attack. actually, that's the second reinvision of CABAL. In C&C 2, he was a slim, evil-looking face and then in C&C 2's expansion, he was a fat, blue head that didn't seem all that evil in the slightest. So this is the third CABAL face we've seen.
