The Community Board may need to limit the number of liquor licenses for bodegas to open in the community as well as attracting grocers to establish produce driven markets. I remember going to "La Marqueta" with my grandmother in the 1970s and purchasing all the ingredients we needed to make pasteles. The crowds of people would be massive at times. What perhaps killed it was the voodoo witchcraft soothsaying merchants that shared space in it. Why can't they attract viable merchants today?
