I saw Paul Interviewed on this once. He said the Police came and kept politely asking them to stop. Paul said he wanted the Police to get mad and drag them away from thier instruments and off to Jail. He thought What a great way to end the film "Let it Be". Unfortunately the police just kept asking them politely. So when the beatles saw the police weren't going to make a scene and were just going to be polite through it all.
