It's because he gets too close to the ground. So from his point of view it seems that he is so close (in terms of radio altimetry); however, the barometer (which calculated the Mean Sea Level of the A/C) is much different. Plus the Elevation of the Aerodrome. So it's real challenge because he is pulling an approach called (Circle-to-land) which is tricky when you are doing it visually in an environment such as that.
Keep in mind, that throughout all this process he has to maintain a the correct altitude in order to land exactly at the touch-down zone (of course with the correct glide slope that the aerodrome specifies). There might be Lateral assists that the runway gives all incoming planes (aka Localizers) to guide them to the runway direction. I dont know if this airport has it though. I hope this helps:)I'm no pro at this, and I dont know if there are any other factors to consider, but this is the jist.
