In this specific example, the Muslim ruler would mobilise the army in order to fight against the foreign army. Fighting would be soldier against soldier.

Muslims would fight for the sake of Allaah (God) to defend Islaam and Muslims.

1/ Targetting innocent people is FORBIDDEN in Islaam.
