BRC may have been assisting the NHS crews, like St John Ambulance does on a regular basis, may have been transporting from an event and casualties condition warranted it etc etc ... Any number of scenarios.
My pet theory is that, as they were off the road, the lights were possibly just on for the camera? I used to be a controller for BRC, spent a few New Years Eves, The Queen Mother's lying in state & Funeral and the Queen's Golde Jubilee ensconsed at Red Base controlling the (at times) uncontrollable. Someone (not me) once was heard to comment that controlling Red Cross ambos was something akin to hearding cats....
These are called out in times of need.

Its very rare you will see a red cross ambulance on blues.
This is the Guildhall in the City of London and must of been for a presentation or something
