Covert operations, that all significant states engage in, may be technically illegal but I don't see how that makes them terrorism... (They are a high velocity spike of metal tipped with Du to give excellent armour penetration and have no explosive power because they don't need any to do they job, ergo, they are useles as anti-personell weapons)

It depends on the motive doesn't it? The difference between regular crime and terrorism is that the latter is a crime based on political aims and differences. Did he choose to attack Israeli cards because he wants money or because he wants to undermine the country somehow? If a government did this then it would be considered cyber-warfare would it not? I don't think it is helpful to treat him as a 'terrorist' but a crime based on political aims definitely sets him apart from a standard criminal.
