The international community declared a ban on whaling, because the whale population could not support its losses, If every ex whaling country decided to take the view of Japan and Norway and decided to hunt whales on a self imposed quota of approx 1000 whales a year. then the whale species would now be on the brink of extinction(not that they aren't nearly there already) The reason why there are still whales for Japan etc to hunt is because the rest of the world realised that they can't.
