Why isn't a standard-issue EAS unit enabled to issue an EAN? Because an EAN takes over every unit after it in the chain. The EAN is a specific-use code, and there is no reason a broadcast station would need to send an EAN on its own.
@RadioMagOnline Some 1822s I've seen have EAN and EAT... The FCC should prohibit the sale of 1822s to the public by verifying for validity of Call Signs... In addition, the FCC should require to have both 1822s and the Digital Endec on the stations if the FCC ever decides to revert to SAME and the new Endecs, for some reason, were not able to send an alert... I leave you with a question, why do the endec 1822s transmitt to weather radios??? I've seen them happen here on youtube...
As mentioned in the information above: The actual test will now be shorter than the original length. The voice message will be only 30 seconds long and will not be repeated to fill 2:30. The total message will be approximately 60 seconds.

@MusketSniper high school and college radio station depending on class of station or power some only have to use a decoder only EAS, but if they want a full blow endec/encoder-decoder for their station and if they can afford it its their decision... the decoder only EAS are cheaper then the encoder-decoder or endec
UPDATE: The initial countdown delay will be 8 seconds longer during the 11/9/11 test. Most stations will receive the the EAN through a PEP or LP station, which will send the 8-second attention signal. The initial EAN (from the White House) does not have the attention signal.

@MusketSniper. It depends upon their participation in EAS.
It should be the same for any participating radio station but you should check your equipment and compliance with the state EAS plan.
