Would you get the same effect if you applied to foil to newly painted nails? Would it still stick?

Maybe, but when the polish begins to dry too much (mine were drying before I could finish, thus the need for polish remover) it will need the polish remover to make it sticky again. Try it with newly painted nails and let "us" know how it goes!
