@Tommy199728 here's how i got it ... when you update your iTunes to the newest version it also asks if you would like to download iCloud dashboard (i believe it's called) after the download it will be there and you just have to use your Apple ID to log in and you're done! :)

@BLITZ0017 if you bought an app on your iPod and can't see it on your iPhone ... Just go to your iPhone click on App Store. Tap on 'UpDates' then Tap on 'Purchased' Tap on NOT ON THIS iPHONE it will bring up a list of previously purchased apps and select the one you want on your iPhone by tapping on the Cloud icon and it will shortly download to your iPhone. :)

Where did you get the icloud program? I just updated my itunes and my iphone 4. But i dont see icloud on my computer. I do see the icloud feature in my iphone though, please help.
