The song is about a man mourning his lover, who has recently died. The video conveys this; the man on the bike who falls in the canal is probably his lover who drowned, hence why he's dropping the flowers in the water.

One of the best lesser-known Erasure songs. Awesome video, and I really love Amsterdam...

The triangular structure you see him sitting on with the flowers is the Pink Triangle, the monument in Amsterdam to all the homosexuals interred and killed during WW2. Like the Jews with the yellow star of David, gays were forced by law to wear a pink triangle sewn onto their clothes.
