They are self-propelled. The ropes merely connect to buoys that are visible on the surface. You have handlebars and steer them like wheeled scooters.

They are sometimes called BOBs (Breathable Observation Bubbles). The "bubble" is a pocket of air that your head stays in (replenished by a tank) with a spherical window to allow "observing".
