I am an electrician and much of my work (less than it was) now involves installing halogen downlights into houses that previously had incandescent bulbs.

Rooms that were once lit by a 60w bulb are now illuminated by six 50w bulbs(5 x carbon emissions).

Is this another case of EU unintended consequences or vested interest?

the fluorecent lamps containing mercury are only ONE of the kinds you can buy now. The best ones are LEDs, which are even more efficient and aren't hazaardous at all.

Only old-fashioned, uninformed people, or liars complain about the new law, most of the times just to bash the EU-institution.

The earth is going to experience a massive climate shift as it continues to recover from an ice age. CO2 levels at 667ppm or whatever will have no impact whatsoever on the outcome. In fact the whole co2 thing is either another lie or they are behaving like king Canute.

Do yourself a favour, ignore the propaganda and look at the science; Google Earth average temperature over last 2 billion years.
