Aside from Prishtina, I can think of two younger capitals - Podgorica, the capital of Montenegro, and Dili, the capital of East Timor. These both became independent following the year 2000.

Not that I disagree that Astana's anniversary is important. It's definitely the richest and most important of these 'new capitals.'
