well as u will see in later episodes he forms a 'gang' of other cops so that they themselves can break the law .. also he later engineers the moving of leela kapoor coz he can't manipulate her liek he does will & sally ... and i liked leela ... but thankfully smithy seems to be onto him so maybe this will be an interesting plotline
