@ahhdeeh100 The problem is that if he is checking for casual water he can only get a drop from casual water if it is as a result of undue effort with his feet (Decision 25/4). However he is pressing down the grass in the same place more then once, and then proceeds to place his ball in that exact place given him a clean advantage for his next shot with a fairway metal. If he meant to do it is not relevant. So he is in my opinion in breach of rule 13-2.
He was way behind his ball. How is that improving his lie?

He was testing the ground for water. Obviously you do not want to place your ball where theres water. duhh
