Actually, Cliff wrote the lyrics to the song, and the music was constructed from Cliff's left over riff tapes. Therefore, Cliff did write the song. The band even said that they were glad to have a piece of Cliff on the album.

I moved at first reluctantly, but later saw how beautiful an instrument the bass could be with the heavenly sounds it can make.
