That's St. Peter's Basilica, not the apostolistic palace! They got it wrong!

Actually it's because the civilization that builds it in the game could follow any religion and not just Christianity. That's why they don't use a name that refers to a specific religious figure. It's the same reason why they renamed St. Basil's Cathedral to the Kremlin.
