@perritodeoro When ya Legacy, you lose everything EXCEPT treasures & character customizations. You get cool new emblems & negative boosters. Now, weapons that were unlocked w/ treasures will be available as soon as you unlock its normal version. So, if you unlocked a special M9 finding treasures, you can use it when you unlock normal M9. The negative boosters, while hindering you, will get you more cash per kill. When you're 75, go to profile -> records. It will be an option.

Alot of low levels are playing because in Europe this game took a massive price drop and alot of noobs bought the game and are obviously low levels as they just got it. Also the FAL is the easiest gun to use, not the most over-powered. If you know how to use the custom GMALS or Snipers correctly they're the most over-powered but it takes skill to master them.
