Pretty much. Cartoon Network doesn't want cigarettes or anything so in the Funimation dub they change it to something else.

actually, it's not cartoon network that dubs one piece and censors all of sanji's cigarettes, it's a dubbing company called 4kids, which is basically THE WORST ANIME DUBBING COMPANY EVER SPAWNED. Along with the cigarettes, they cut out all the blood and some violent scenes, character death, breasts, some weapons [in one episode, they replaced poison spikes for poison SUCTION CUPS!], cigars/cigarettes, wine [yes, wine. they change it to water], etc.
