Epogen is illegally used for the obvious--to maximize O2 carrying capacity. But with Pacquiao agreeing to blood test 7 days prior to and immediately after the fight, that more than suffices oversight for illegal doping. Epogen stays in the system. Also, a person's hematocrit doesn't instantly drop, so that can be tested too.

How am I making an excuse? By stating facts? Pacquiao was blood tested 2 days prior to his first fight with Erik Morales, which caught him by surprised because he had done the test 21 days prior. If he was juicing, he would have been caught by then because it was an unexpected test. But he blames that test for his lost. With Floyd he agreed to blood test 7 days prior and immediately after the fight. That more than suffices illegal doping whether it be epogen or growth hormones.
