@Ensikerta no, you need light flight, light sheild, and fly over the council building roof and to the back, not onto the road in the elevator, onto the road behind the council building, than you can roam freely, i have this glitch on downstairs as i type
You know I actually visited this place in Jak X. It looks smaller, but it has all the highway where you race on top. It looks very impressive.
