The Unitied States government was not granted the power to suspend the Great Writ by the Constituion.

The Writ of Liberty--Suspendion of habeas corpus was established September 24, 1862, by President Lincoln.

With regard to the 2nd Amendment, don't forget the FIRST part - the part which discusses bearing arms in order to form a MILITIA. Now, that is a little open to interpretation, but it is a fact that it does not specify individuals but rather a MILITIA.

All the articles in the Bill of Rights are individual rights, not state or federal. The 2nd Amendment insures all these rights will be enforced. It's not that hard to "interpret" or read, there's only ten of them. You go and read the 2nd Amendment and come back and tell me it doesn't give an Individual the right to Bear Arms and that this "Shell not be infringed"? To say other wise should be considered treason.

Secondly, about the 2nd Amendment, we have recently had a Supreme Court opinion that looked at this very question, and if did not need interpretation or some sort of guidance as to how the ENTIRE Amendment should be read, there would have been no question about it.

The bill of rights are protections from the federal government. they do not explicitly protect against state governments, thats why each state has there own state bill of rights. of course if it is a blatent act against someones rights, the courts may step in and reprimand the legislature

Finally, About denying our Constitution to "non-citizens who wish to terrorize us", how do you even first know whether they are truly citizens or not if you don't have habeas corpus? You don't even have the ability to show you are a citizen if they can just call you a foreigner and throw you in a dungeon. Second, you don't know they are terrorists until you have a TRIAL. A confession garnered by torture is unreliable, which is why we don't allow one in our justice system.

I repeat again, the public safety part is not the meat of phrase, the phrase speaks to the suspension of habeas corpus in the times of rebellion and invasion where the public safety requires it - with the Civil War, not only was there a rebellion but the public safety did in fact require it.
