Runway End Identifier Lights (REIL) are installed at many airports to provide rapid and positive identification of the approach end of a particular runway. The system consists of a pair of synchronized flashing lights located laterally on each side of the runway threshold.

No, before AP disengaged, We had released Auto throttle.(normally at 1,000 ft AGL)

Can we disengage AT after touchdown?

Yep, if you do a CAT III Autoland.

The three ticks mean flight phase down grade.

"Flight phase downgrade"? As in transitioning from a STAR to an ILS approach?

No, such as CAT II to CAT I, due to AutoPilot disengaged.
