We need metrics. The issue is a lot of veterans detach themselves before suicide. It will be a difficult thing to gauge, but one possible metric could be a check of SSN on death certificates. A system in which all deaths by suicide enters a national registry. It's definitely achievable considering almost all communities are connected in one way or another through the internet.
