@mooftw7 Best way, is check skills, if you have used skills 50 times, is assume that you have to gain another level or so..

how do you change the new skills from being blue, and be able to use them ?

Use all skills ATLEAST 50 time

And at times you must be at a certain level to learn them.

Them being blue is because you havent met one of the requirements.
