I didn't have Unrelenting Force upgraded at all, so this wasn't an option for me, but what I did was stand on the top of the statue and snipe him as he reappeared. Whenever he made it close to me, I'd use Unrelenting Force, which wouldn't knock him back very far, but would stun him enough to get an arrow or two into him. He'd usually vanish after that, but if for whatever reason he got too close and I had no shout, I'd just run around the head of the statue to keep away. Poison your arrows, too!
I beat him with a Dwarven Sword no enhancements

lol i did that same :) but at first i punch him with shield, and his life body in water was dead after that lot of dmg by my sword :D
