It's a cheat. in the sims 2 neighborhood open the cheat box. - c+shift+ctrl and type in boolprop testingcheatenabled true (exactly seen here)

go into a lot with two guys. shift and click on the sim you want pregnant and find "tomb stone of L and D" click that and find "make my sim alien pregnant" its just a matter of luck to get a child that has reggular skin color and not blueish green.
