Doesn't Ritchie Edsall have a contract signed to put windmills on his property?

If he does and he is on the planning board trying to get the windmills in the Town Of Cape Vincent isn't that a conflict of interest?

Seems to me he doesn't want to hear what the landowners/taxpayers (besides himself and the other board members whom all have contracts pending) have to say.
