actually the Klingon Empire didn't join the Federation. They're allies. The Federation would have serious issues with the Klingon's love for conquest, or the Klingon's slave caste (I forgot what they're called, but it's featured in the IKS Gorkon, novel series. a very good series. It takes place after the Dominion wars, and the Klingons are trying to rebuild, and need resources from unexplored sectors).
