I move my lips, man. Mostly tongue, but lips are important. This Kargyraa with tongue harmonics has no distinct name as far as I know. I do it too, it's a cool style.
The thing about throat singing is that there is no "right" or "wrong." Everyone's vocal tract is different. Do what works for you. Even amongst the Tuvans, styles vary widely.
you're right : selecting harmonics like khoomei on kargyraa voice doesn't need the lips.
BUT kargyraa is not the best voice to sing khoomei. I thing the vowels (when moving a lot your lips from o to a) are better on kargyraa. And as you play with 8 to 16 harmonics without moving your lips, you can reach 2 to 8 harmonics. where the 8 one is on a [a] mouth open a lot . Sorry for my ... English ;)

Doesn't really matter if you move your lips or not... I think you shouldn't move them very much, but not moving is a quite impossible
