I myself am a security officer and have many times had to tell people to "move it along" on what could be considered a "public" sidewalk. Though we (security officers) are NOT law enforcement officers, we do whatever our supervisors tell us to do. In this case, I do not believe that the officers were in the right as to how they dealt with the situation. I never saw the individual that was taken into custody act in an offensive or aggressive manner.

Bottom line, he was blocking the sidewalk (misdemeanor) in front of the Security Officers property. They give him way too many chances walk away free and clear and he refuses resulting in him being arrested. The camera man argues with the security, then with the police. Arguing with the police is an arrestable offense if it distracts them from their duty. The camera man should have been sitting in the car right next to the first suspect.

These "bid patrol" assholes really are nothing more than just punks. We had an incident on a job site where they claimed they could enter the site to arrest one of our workers who told them to get fucked on the sidewalk outside the job site. We explained that they risk GREAT BODILY HARM/EXTREME VIOLENCE on themselves if they enter the job site. They called LAPD. LAPD showed up and to make this short, told the bid patrol punks to leave us alone and stay off our job site.

Private security Officers can be contracted by local police and given arrest authority. In this case we don't know the security companies dispostion. We don't know if the City hired them to patrol that side walk and keep it clear. Neither does the guy with the camera.
@chechnya I don't know of any law specifically. I think such is the case in some areas of Baltimore and other cities. Hell my own company I work for has security officer with arrest authority. Although not at my site. These guys may be what are called SPO's(Special Police Officer). They are Security. But they often have arrest authority. Keep in mind being hand cuffed does not mean one has been arrested. Merely detained. Big difference.
@chechnya Security officers that may have arrest authority are often used because they are cheaper. i.e. the city does not have to pay for thier H&W, pension, etc. Security Officers in certain situations get paid better than police officers. People like this wanna be videographer are everywhere. Think they know the law and always fail to really thinhk about what they are seeing and the possible legit reasons behind it

These security companies teach basics like how to use OC spray, etc but when it comes to law and rights, they don't. When you're on a public side walk, you are free to film however you wish. The issue is that these security guards just don't care. They know they'll get away with it.
