This isnt what you guys think. It looks like he used particular and a mask in After Effects. Look how the light that hits him and the wall doesnt always keep up with the hand.
light art, set your camera on s.night, or any night setting, put the shutter speed on 25 - 30 seconds, get a flashlight, start scribbling away. when the picture is over, you will see the path where your flashlight was. you have to be in a pitch black room though, standing 10-30 ft. away from the camera. depending on the size of your art. did this help you?
im not entirely about video but i think its when you have the shutter speed set to low purposely so it captures more light then a regular photo would.
